LADIES AND GENTLEMEN Barely a little over two months ago, was the First Ordinary Meeting held to review the performance of the Assembly Business. Ever since, you have not relented on your respective efforts to play your mandatory roles to achieve much for the Assembly. Our complimentary roles indeed have made positive gains for the Assembly

In this respect, may I have the singular honor to express my heartfelt appreciation to all for the valuable services rendered during the short space of time. In fact, your unceasingly contributions have showcased the performance of the Assembly to its highest apogee. This is no mean remarkable achievement second to none and I encourage you to sustain this burning zeal to the latter.

Hon. Presiding Member, Hon. Assembly Members, all too soon, we have just been ushered in the last quarter of 2020 and the activities of the General Elections have already taken the center stage of our shores. In other to sustain the peace we

me be quick to say that we should not take the improved security for granted but always be responsible to give apt information to the Police.

With the General Elections approaching, I strongly urge the Security Agencies to double up your efforts to heighten your strategies to enable you combat any form of nuisance that will be a hindrance in your operations.



Hon. Presiding Member, the Election Security Task Force has been duly

constituted and have commenced their work. The Task Force is unbiased in their modus operandi and it is expected that, they will play their neutrality. Let us all respect their directives from this time and beyond the election.

On the whole, Hon. Presiding Member, let me sincerely commend the Security in general and the Police in particular for the yeoman's job done to contain all forms of crime to the barest minimum.

Hon. Presiding Member, on security and safety, the Assembly captured some flood prone communities such as Boete, Brahabebome, Bossman, Akaporiso and Asonkore areas that needed to be dredged to mitigate the impact of flooding in these communities. I therefore seek your endorsement to enable the Assembly execute these very important projects.

I wish to inform you that, on Thursday 20th August, 2020, the Assembly distributed

assorted relief items to two (2) houses and three (3) shops that were affected by

domestic fire outbreak. These victims are:

1. Mr. Francis Manso (Landlord) of H/N A 102A Anyimadukrom with six (6) different household members.

2. Abena Kaya (Landlady) of H/N BE 72/A Boete with five (5) different household members.

3. Comfort Boakye (tailoring shop owner)

4. Desmond Eshun (Sandals Manufacturer). 5. Victor Addy (Carpentry shop owner)

Apart from the domestic fire outbreak, there was also drowning which claimed two (2) precious lives at Ahasonyewodea.

Hon. Presiding, Member, Hon. Assembly Members, I have already informed the Information Services Unit to launch aggressive campaign against domestic fire outbreak that has been rampant in our district. Let me use this occasion to inform the Assembly Members to also embark on continuous campaign against this menace. I trust you will.

C. SANITATION AND MANAGEMENT

 

() Disinfection of Selected Public Places

Hon. Presiding Member, the Assembly in collaboration with Zoomlion Ghana Ltd.

disinfected 51 selected public places including churches, palaces, community centers, venues for Voter's Registration, etc.

The 51 places include Sibinso -Kwabena Chiefs and Queen Mother's palaces, Nana Akwasi Fosu's premises at Akaporiso, Community Center at Diawuo, Freedom Academy, Asonkore (used by EC) and churches

In another development, the weekly disinfection of markets in partnership with

AGAMal and bi-monthly disinfection of offices is ongoing

( COVID -19 Burial

 

Between the months of July 9th and August 18 2020, the District Public Health Emergency Committee sorrowfully buried eight (8) COVID-19 corpses in the

 

district. May her departed Souls Rest in Peace.

 

(ii) Medical Screening of Food Vendors

 

This year's mass screening of food vendors/Handlers is ongoing though it has been largely affected by the effect of the COVID - 19 pandemic

 

(ill) Waste Management

 

Solid waste management activities are being carried out successfully in the District.

 

(iv) Clean Up Exercise

 

Three (3) separate clean-up exercises have been organized in the months of August and September at Tutuka, the Central Business Area of the district in the period under reference. This activities are to ensure enhanced sanitation in the district. We need to commend Ghana National Tailors and Dressmakers Association (GNTDA) Zone 2 and a youth group call Will of God Foundation for their contribution to the success of the exercises.

 

We wish to announce to the general public that, the Assembly is ready to support

 

Associations, Clubs, and Institutions etc. with tools and other implements who are ready to carry out cleaning exercise in any part of the district. D. EDUCATION

 

(1) Computerized School Selection And Placement System

 

The District organised a day's workshop on the 4th of September 2020 for Heads of Basic Schools; both Public and private on the Computerised School Selection and Placement System (CSSPS). This was to assist the candidates and their parents/guardians to select their preferred schools correctly.

 

(ii) Basic Education Certificate Examination (BECE)

 

Hon. Presiding Member, the Basic Education Certificate Examination (BECE) took place from 140 to 18th of September 2020. The District presented Two

 

Thousand One Hundred and Fifty-seven (2157) candidates from seventeen (17) public schools and twenty-seven (27) private schools.

 

Out of this number, One Thousand and Thirty-Five (1035) were girls and One Thousand, One Hundred and Twenty-Two (1122) were boys.

 

They wrote the examinations at eight (8) centres namely;

 

Boete School A" and B" had 231 and 284 candidates respectively.

 

The number at Reverend Father Murphy centre, was 150. Christ the King Catholic Senior High had three centres "A", "B", and "C" with

 

number of candidates being, 329, 309, and 228 respectively.

 

Artic Senior High School also had centres "A" and "B" with number of candidates being 301 and 325 respectively.

 

As many as thirty (30) candidates absented themselves from the examination made up of eighteen (18) boys and twelve (12) girls for various reasons.

 



On behalf of the people of Obuasi East and my good self, I wish all the candidates good luck. May they all come out with flying colours and also have their heart desires of schools of their choices.

 

0 Feeding For Final Year Junior High School Candidates Hon. Presiding Member, Hon. Assembly Members, the above intervention introduced by H.E. the President, Nana Addo Dankwa Akufo Addo is worth mentioning. The initiative to feed the final year students of the Junior High School was unprecedented. In fact, one hot meal and highly nutritious was provided to all these students across the country,

 

n fact, the purpose was to ameliorate the plight of parents and guardians during the heat of the novel COVID-19 pandemic. I am to announce to you that the intervention programme was very successful and very much appreciated by all meaning Ghanaians.

 

E. HEALTH

 

Hon. Presiding Member, the Ghana Health Services have not left any stones untumed with respect to the Novel pandemic COVID-19 in the district. Series of sensitizations at regular intervals were conducted. I am glad to announce that with the combined efforts of the Health Professionals, the Security Agencies and of course the Assembly, the infections have drastically reduced.

 

The current statistics of COVID-19 in the District as of 27th September, 2020 stands

 

as follows;

 

1. Infected - 416

2. Active cases - 0

3. Recoveries - 408

4. Deaths - 08

 

The good tidings have been achieved as a result of the adherence of wearing the Face

 

Masks, Washing of Hands under Running Water, Sanitizing of Hands and Observing Social Distancing.

 

It is worthy to mention that, the Assembly spent an amount of Sixty Eight Thousand, Seven Hundred and Three Ghana Cedis, Twenty Five Peswas GH€68,703.25 in COVI-19 related expenditures during the period under reference.

 

What is more, One Hundred and Thirty One Thousand, Two Hundred Ghana Cedis (GH¢131,200.00) as the full cost of the two (2) isolation centers for the COVID-19 infected patients at the Obuasi East District Assembly and the Obuasi Municipal Assembly was taken care by the AngloGold Ashanti. Apart from the

The Meeting of the Executive Committee of the Obuasi East District Assembly was held on Thursday 10 September, 2020 and deliberated on the various reports submitted from the Sub-Committees. The Executive Committee after deliberations agreed on the following recommendations, which I hereby present to the General House for your consideration and approval.

 

1.

 

FINANCE AND ADMINISTRATION SUB-COMMITTEE After deliberating on the Finance and Administration Sub-Committee Report,

 

the following recommendations and the attached 2021 Draft Composite Annual Budget are herewith presented to the August House for your approval. CONSIDERATION OF FEW PROJECTS TO ENSURE EFFECTIVE IMPLEMENTATION OF THE BUDGET

 

The Committee realized that, most of the projects outlined in the Budget had been rolled over from the previous year as a result of the inadequate funds to implement those projects.

 

The Committee therefore recommends that, going forward, just a few projects should be considered in the budget placing much emphasis on the on-going projects.

 

IMPLEMENTATION OF COMMUNITY INITIATIVE PROJECTS The Committee deliberated on issues regarding self-help projects and recommends that, the Assembly should budget adequately for community

 

initiated projects and ensure its implementation.

 

 (ii) SCHOLARSHIP FOR HON. MEMBERS AND STAFF In order to enhance the capacities of Hon. Members and Staff of the

 

Assembly, the Committee recommends that Hon. Members as well as staff who gain admission to further their education must be supported by way of

 

scholarship depending on availability of funds.

 

DEVELOPMENT PLANNING SUB-COMMITTEE REPORT

 

2.

 

The Executive Committee discussed the Development Planning Sub-Committee Report in respect of the 2021 Composite Annual Action Plan. The Committee recommended the issues discussed and the attached 2021 District Composite Action Plan for your endorsement, please. At a joint meeting of the Development Planning and F&A Sub-Committee held on Thursday 3rd September, 2020 at the District Assembly Conference Hall, the following 2021 Priority Projects were recommended for consideration and approval by the Executive Committee.

2021 PRIORITY PROJECTS FOR IMPLEMENTATION (2021 PHYSICAL PROJECTS) EDUCATION • Rehabilitation of Sampsonkrom KG Classroom block (DACF)

 

• Construction of INo. 2-unit Classroom Block with office, store and 2-seater

 

W/C Toilet and a mechanized Borehole at Domeabra (DPAT)

 

• Construction of INo. 2-unit Classroom Block with office, store and 2-seater W/C Toilet and a mechanized Borehole at Wawase (DACF)

 

Construction of INo. 3-unit Classroom Block with office, store and 2-seater W/C Toilet and a mechanized Borehole at Pomposo (DACF) • Construction of INo. 3-unit Classroom Block with office, store and 2-seater
